For my generation the Title is associated with the Black Church which had a "specific" Charge for each grouping. The most popular charge usually had a direct relationship to the Pastor and/or, a Church's Social Agenda. Secondly, these Committee's were almost "always" staffed by female members. In times gone by, Wives, Daughters, and Single Females filled the Auxiliary Committee; and the most important part is that their activity was "clearly" defined, so that it didn't conflict with other operations.
I think that there are two pertinent points to be made: The absence of participation by Spouses, etc., and, well thought out areas of responsibility (for a Committee) that is committed to WRITING.
